Valerie A. Fernandez became “Of Counsel” to RUMRELL LAW in 2009. She practices primarily in the St. Augustine Office.

Ms. Fernandez received her B.A. with honors in Sociology from Florida Southern College in 1974 and her J.D. from the University of Louisville School of Law in 1976. She is admitted to practice in both Florida and Kentucky.

A Key West native, Ms. Fernandez focuses her practice primarily in land use, zoning, environmental permitting litigation and property rights issues, including regulatory takings, eminent domain; and appellate law as well as other business related issues.

She has represented clients in a variety of regulatory areas, including the U.S. Army Corps of Engineers; the Department of Interior, Department of Fish and Wildlife, the Florida Department of Environmental Regulation, Florida’s Water Management Districts and the Florida Department of Community Affairs.

Before becoming “Of Counsel” to RUMRELL LAW, Ms. Fernandez was managing attorney for the Pacific Legal Foundation Atlantic Center. Projects there included appellate/trial litigation and legal scholarship for nation’s oldest conservative public interest law organization. Ms. Fernandez has also served as City Attorney for the City of Key West and the City of Sebastian and as legal counsel to the Broward County Resource Recovery Board and the City of Homestead Community Development District. Ms. Fernandez was previously a partner in the law firm of Fowler, White, Hurley, Banick and Strickroot and also the law firm of Shutts & Bowen, in Miami, Florida.

Recent reported decisions include: Walton County v. Stop the Beach Renourishment, Inc., 998 So. 2d 1102 (2008); Bakerman v. Bombay Co., 961 So. 2d 259 (2007); Bush v. Holmes, 919 So. 2d 392 (2006); Shands v. City of Marathon, 999 So. 2d 718 (2008); Trepanier v. County of Volusia, 965 So. 2d 276 (2007); City of Tampa v. City Nat’l Bank, 974 So. 2d 408 (2007); Corie v. City of Riviera Beach, 954 So. 2d 68 (2007); and Brevard County v. Stack, 932 So. 2d 1258 (2006).
